中国サーバーからkusanagiリポジトリへの接続タイムアウト

Alibaba Cloudの中国リージョンECSでKUSANAGI 9（CentOS Stream 9）の初期設定時に

dnf upgrade -y

を実行したところ、kusanagi リポジトリ（repo.prime-strategy.co.jp）への接続がタイムアウトしてしまい、アップデートできません。

時間帯なども変えて何度も試しているのですが毎回タイムアウトしてしまう状況です。
ミラーサイトでもタイムアウトしているようですが、何か対策ありますでしょうか？
