  php7未対応プラグインがあるためphp-fpm(php5.6)環境にphp-soapを入れたいのですが、どうもうまくいきません。
  どなたか手順をご教示いただけないでしょうか。

  yum --enablerepo=remi,remi-php56 install php-soap
  
  で、どうでしょうか。KUSANAGI の初期設定と同じで、PHP5.6 関連は、remi リポジトリを有効にしておくのがミソです。
